CPPCC Member Calls for Reform of Individual Medical Savings

Dai Xiuying, a member of the Chinese People's Political Consultative Conference (CPPCC) and key member of the 's Committee of the Chinese Peasants and Workers Democratic Party, called for the reform of individual medical savings accounts recently.

In an interview with Economic Daily reporters on March 2, Dai said that we should improve the attractiveness of the personal account system of medical insurance and better protect the rights and interests of employees' personal account funds.

In her view, the inability to mitigate risk, the large amount of balances, the low utilization rate, the excessive use of the insured, the decentralization of the medical insurance system and the ability to coordinate funds restrict the healthy development of the urban and rural medical insurance industry in China.

Further, Dai suggested that the Ministry of Human Resources and Social Affairs, the Ministry of Finance, the Health Planning Commission, the Insurance Regulatory Commission and other authorities should publish guiding regulations for further adjustment and improvement of the relevant policies for for employees in China.

To achieve this, first, gradually reduce personal accounts and reduce the proportion of individual accounts; second, gradually reduce the amount of payments to individual accounts, clarify the property rights of the personal account funds and make this separate from the funds of the social pooling account; third, improve the interest on the individual accounts, Dai concluded.
